  4.     BLACK PAWNS? In the Republican Party's quest to gain control
  5. of the House of Representatives, G.O.P. Chairman Lee Atwater
  6. plans to pit black aspirations for more political power against
  7. the Democratic Party's desire to protect its incumbents. In
  8. redistricting battles after the 1990 census, Republicans will
  9. try to increase the number of congressional districts in which
  10. blacks are a majority (now 22) by carving out new seats from
  11. predominantly black precincts in areas currently represented
  12. by white Democrats. G.O.P. strategists believe they could pick
  13. up as many as three dozen Democratic districts. The ploy, if
  14. implemented, could confront Democrats with a no-win choice:
  15. either go along and deprive white incumbents of reliable black
  16. support, or fight it and risk the ire of black voters who want
  17. to send one of their own to Congress. Says Republican House
  18. whip Newt Gingrich: "It really tears up the Democratic Party."
